Tobash Votes in Favor of House Budget Bill

HARRISBURG – Rep. Mike Tobash (R-Schuylkill/Berks) today voted in favor of sending a $28.3 billion budget proposal for the 2013-14 fiscal year to the Senate for its consideration. House Bill 1437 calls for no new or increased taxes, and focuses its spending on core government services, such as education, public safety, health and human services, and the environment.

“This budget proposal holds the line on state spending and is in line with the need for state government to not over burden our taxpayers, accurately estimate revenue, and not put the Commonwealth in deeper debt that will be unaffordable in the future,” said Tobash. “I fully understand that in overcoming a $4.2 billion deficit which was left by the prior administration, many areas of state spending have suffered reductions or level funding, but this budget has us on track for improving our economy and includes increases to important programs.”

The House-approved budget plan increases funding for basic education by $100 million, allocates funding for more than 300 new state troopers, adds $7.2 million to the Department of Health to restore funding for health disease line items, and allots $4 million for county conservation districts.

This budget plan represents a $578 million, or 2.1 percent, increase over 2012-13 available funds, and has a spending growth that falls below the Taxpayers Bill of Rights, with an allowable growth rate of 2.54 percent.

State budget bills must be approved in the same form by both the House and the Senate. House Bill 1437 has been sent to the Senate for consideration. If amended by the Senate, the bill would return to the House. Once a final bill is approved by both chambers, it must be signed into law by the governor.
